Because I can't use ATI Catalyst in non-ATI, I have searched and find this software really helping me a lot. Realtime Soft UltraMon, a software both x86 and x64 platform available. I used it with my laptop to connect second display (VGA port) to TV and use Ultramon to set the display properties.
But I got a problem with Mirroring as I can't mirror video played by Cyberlink PowerDVD 6 and 7 to second monitor. After a few trials, I decided to use function called 'clone part of the desktop' and clone the video window to second display. This is not the best option I got but thanks to Ultramon, at least it did the work.

Problem With Cyberlink PowerDVD 6 in Windows 7
There is currently no solution for this problem. So you must use newer version is PowerDVD. Currently the newest is PowerDVD 12 but I don't really like the new interface, a bit laggy for me. So I use PowerDVD 7, similar interface to PowerDVD 6.
And don't forget to get Deluxe version or you can't use Karaoke!

- Interface of PowerDVD 7 a bit problem to use with dual display, because the menu (control menu) is not really separated as when you use fullscreen on second monitor/display, the menu from display 1 will goto display 2.
- I also tried PowerDVD 8, more problem as the control menu isn't separated.
- Any idea/options for ATI Catalyst Theather Mode for non-ATI?

- I prefer to use KMPlayer and VLC Media Player as an option to Cyberlink PowerDVD as new version of PowerDVD not fulfilling the main use for karaoke player.
- VLC Media Player doesn't has hotkey for Left-Right channel change, but KMPlayer has Left-Right channel remove and downmix to mono for same option as Left-Right selection.

Problem With Base System Device (Driver)
I got a problem to find drivers for Base System Device in Device Manager (Windows 7 Ultimate x86). After doing some googling, I found out that Base System Device is related to Card Reader (built-in). So, the solution is, find update for your Card Reader according to your laptop model.
Mine is Acer Aspire 4352. So I google the keyword 'aspire 4352', goto Acer Support/Download page, select operating system, download the card reader driver, goto Device Manager and update the drive for the Base System Device.
Problem solved!
